If you want to see the sun push up from below the Atlantic Ocean and start the day, there is no better place than a quarter of a mile out in the Atlantic Ocean on the pier. This gives you an uninterrupted view of the rising sun to start your day. If you are not a morning person and have no interest in getting to the pier even before the sun does, then you can stay late to watch the sun set. Since the sun sets in the west, you will not be able to watch the sunset over the water, but you will get to look back on the Jacksonville Beach city skyline and see the sun set behind that, or watch as the sunset paints the sky above the ocean.
